The essay analyzes the dysfunctions of the parliamentary form of government deriving from the perfect bicameralism. The traits of the italian bicameralism are also accentuated by the approval of the same electoral formulas for the Chamber of Deputies and the Senate. In the final part, the essay deals with the impact of the ongoing constitutional reforms.
